As we have seen previously, we are aware of the present condition of Scampia, and in this article, the focus will be shifted onto the future and the regeneration schemes put in place for the district. One of the most important actions is to define a plan for social housing, which will have to guarantee to the residents of the 956 houses in “Le Vele” a suitable relocation in other areas. It has been made clear that the relocation will not take place outside of the district in order to reduce the further degradation that would come from the isolation of the area; therefore, the plans of the mayor to introduce tertiary economic activities and services inside a new system of social housing are needed.

According to sources from the Naples’ city administration, the strategies should provide an efficient transport network, supported by a new network of roads. The construction of a new metro station connected to the city centre (And its cultural amenities such as the university) is also part of the plan, which is 10% away from completion and is waiting for a further investment of €8 million in order to deliver the finished structure. The road network’s completion, however, depends on the Minister for Public Works’ decision to send investment from the central government, in order to build a completely new set of wide roads and avenues enriched by public squares and recreational areas.

The architectural approach, this time, must be supported by deep social analysis; the city’s administration cannot afford to fail again and abandon the needs of their citizens. De Magistris has expressed the need to define recreational spaces, introduce open areas within buildings to substitute obsolete structures and put together new institutions to help residents, which will live in transition between the new and the old housing schemes. The construction sites have been desolated for the past two decades due to changes in political power, and this has added a further level of degradation to the area. One of the main steps to regenerate the area will be to show commitment and will to change, that was absent during previous regeneration schemes; this will not only allow for the new project to be successful in structural terms, but it will also give hope to locals that change is possible. The proposals from the city’s council want to stop the paralysis of the area also to gather the public’s politic consent; what has happened and keeps happening in Scampia has only helped to make people feel detached from the authorities and the institutions, and the government is going to try to deeply change this.

However, despite the huge amount of financial and managerial effort from the government, locals will also have to initiate some changes. They will be able to contribute directly, in what can almost be defined as a “bottom up” scheme, where people can join in with government initiatives so that they can contribute directly to the decision-making processes; this will make this regeneration project unique and show how the cooperation of the residents can lead to the improvement of a decadent area.
